A multiple casualty incident is defined as any incident that outstrips the resources of the first responding units. A medical doctor, nurse, and paramedical worker with an ambulance can care for two patients; three or more is a small multiple casualty, needing at least one more ambulance.

At the same time, more than 10 people cannot be managed by a single health care resource or hospital. Other health care resource and hospitals have to be mobilized.

Who should immediately reach a multiple casualty incident?
The nearest on duty emergency medical doctors, nurses, and paramedical workers with an ambulance, plus police and others.
Experienced and senior officials can supervise from a distance.
