Khagaria district in Bihar.

What really happened?
The Saharsa-Patna Rajya Rani Express train going 80 km/hour ran over 37 in Bihar, and 50 others were injured. Around 1,000 people were walking on the track at that juncture, and 37 deaths were confirmed. The critically injured were taken to hospitals in boats.

How could this be prevented?
Do not walk on railway tracks.
People should cross the road at proper crossings. Emergency services should have reached the emergency spot within five minutes of the accident to prevent further harms.

How could this emergency be managed properly?
These questions need to be answered.

How long did it take for reinforcements to arrive?
It took the district magistrates and SPs of Khagaria and Saharsa six hours to reach the spot and pacify the irate mob.

What are examples of dereliction of duties?
The air force is meant to assist state police and state administration in emergencies.
On August 19, 2013, when this incident happened, the air force did not help the administration.
On August 20, 2013, in a subtle show of strength, the IAF landed its A C-130J Super Hercules at 0654 hours at DBO, the highest airstrip in the world, in the Aksai Chin area. The commanding officer was Group Captain Tejbir Singh.

In some regions, a multiple casualty incident is called a disaster.

A multiple casualty incident is defined as any incident that outstrips the resources of the first responding units. A medical doctor, nurse, and paramedical worker with an ambulance can care for two patients; three or more is a small multiple casualty, needing at least one more ambulance.

At the same time, more than 10 people cannot be managed by a single health care resource or hospital. Other health care resource and hospitals have to be mobilized.

A multiple casualty incident needs more than one medical doctor, nurse, paramedic, and rescue worker at the site of the incident.

It may need more than two people to relocate people involved in the emergency to another location.

A multiple casualty incident with more than 10 people injured cannot be managed by a single health care resource or hospital. Other health care resources and hospitals have to be mobilized.

Some medical doctors have difficulty understanding multiple casualty incident.

An aircrash with more than two people injured on the ground is a multiple casualty incident. This will need more than one medical doctor, nurse, paramedic, and rescue worker with relevant resources for diagnosis and treatment.

Over a three-month period, a hospital gets referrals from various locations on various occasions regarding specific medical problems for about 1,000 patients. This is not a multiple casualty incident.
